Zu Beginn, nach dem Einmarsch der NS-Truppen in Luxemburg, waren es andere Leitwerte, auf die sich die aus Luxemburg Gefl\u00fcchteten in ihren Verlautbarungen bezogen: Es ging um Freiheit, Unabh\u00e4ngigkeit, um nationale Souver\u00e4nit\u00e4t \u2013 von Demokratie war nicht die Rede. Die zunehmende Bindung an die Alliierten f\u00fchrte im Laufe des Jahres 1941 aber dazu, dass sich nach und nach auch der Begriff \u00bbDemokratie\u00ab durchzusetzen begann. Im Geiste der Atlantikcharta, die \u00bbf\u00fcr alle Menschen in allen L\u00e4ndern\u00ab Geltung beanspruchte, wurden sozialpolitische Errungenschaften aus Luxemburgs Zwischenkriegszeit als Beleg f\u00fcr eine demokratische Tradition herangezogen. Mit Blick auf die Nachkriegsordnung hob die Exilregierung das Existenzrecht Luxemburgs und die demokratische Gleichberechtigung kleiner Staaten hervor. Der Vergleich von Gro\u00dfherzogin Charlotte als demokratischer Herrscherin mit der mittelalterlichen F\u00fcrstin Ermesinde sollte dem luxemburgischen Demokratie-Narrativ dar\u00fcber hinaus historische Tiefe verleihen.<\/p>\n
